ELD Update

On May 21, 2024, the Federal Motor Carrier Safety Administration (FMCSA) removed two Electronic Logging Devices (ELDs) from its list of registered ELDs. The devices in question are the BLUE STAR ELD and ELD MANDATE PLUS. This decision was made due to the providers' failure to meet the minimum requirements established in 49 CFR part 395, subpart B, appendix A.

Affected ELDs and Providers

Here are the details of the affected devices:

These ELDs now appear on FMCSA’s Revoked Devices list.

Immediate Actions Required

Motor carriers and drivers using the revoked ELDs must take the following steps to remain compliant:

  1. Discontinue Use of Revoked ELDs: Stop using the revoked ELDs immediately and revert to paper logs or logging software to record the required hours of service data.

  2. Replace with Compliant ELDs: Ensure the revoked ELDs are replaced with compliant ELDs from the FMCSA’s Registered Devices list by July 20, 2024.

Failure to replace these devices by the deadline will result in violations under 49 CFR 395.8(a)(1)—“No record of duty status,” and drivers will be placed out-of-service in accordance with the Commercial Vehicle Safety Alliance (CVSA) OOS Criteria.

If the ELD providers correct the identified deficiencies, FMCSA will reinstate the devices on the Registered Devices list and notify the industry. However, to avoid potential compliance issues, it is strongly recommended that motor carriers take the necessary actions now.
